What does the EU Packaging Regulation PPWR stand for?
The primary goal of the Packaging and Packaging Waste Regulation (PPWR) is to significantly reduce the environmental impact of packaging within the European Union. The EU Packaging Regulation (PPWR) was adopted by the European Council in December 2024 after receiving approval from the EU Parliament in November 2024. Following its publication in the Official Journal of the EU, the Packaging Regulation entered into force on February 11, 2025. The path to a climate-neutral continent includes several milestones. One of them is the Packaging and Packaging Waste Regulation (PPWR), which introduces comprehensive, binding standards for the entire lifecycle of packaging. This is to be achieved by reducing resource consumption and packaging waste, while also promoting circular economy practices in businesses. The regulation affects stakeholders across all industries, from manufacturers and retailers to distributors placing packaging on the EU market. Additionally, it applies to products manufactured abroad and imported into the EU.
What does the PPWR mean for your packaging in concrete terms? Important questions and answers about implementation
Reducing packaging waste, promoting the circular economy, and minimizing environmental impacts caused by packaging: these are the core principles of the PPWR, which many have already heard of. But what does this mean specifically for you and your packaging? Do you need to change your material choices? Are you required to use only recycled materials, or are you facing a ban? Are there differences between single-use and reusable packaging? Can biobased or biodegradable plastics still be used for packaging? Is high-quality recycled material available in sufficient quantities? And finally, are the measures outlined in the EU Packaging Regulation sufficient to significantly reduce greenhouse gas emissions and achieve climate neutrality by 2050?
